1. Minutes
The minutes of the last meeting (2nd October) were read and agreed.
2. Matters arising
Molash garage – RL reported on the discussions held with KCC Highways and the garage owner regarding the parking problem. Next step is for Highways to visit the site and then provide advice on solutions.
Land registration – JP has spoken to the landowner regarding the land made into the lay-by. It is thought the land was registered in 1969/70. JP to speak to the Land registry for advice on completing the forms.
Complaint to ABC Planning – JS submitted a draft letter of complaint to be sent. The draft was agreed and will be submitted to ABC.
Chilham Nursing Assoc. – SW reported that the Vicar suggested that a meeting be held by the Association but this has not yet been arranged.
Recycling bins – JP reported that ABC has said that the 2 remaining bins will be removed by the end of November.

Application from Oathill Farm – Supported by Council
Application from Foodari, Knockwood Farm – Opinions were given by residents in objecting to the application. Council discussed and agreed to object to the change of use as applied for by applicant. SW will draft Council’s response.
4. Financials
JS reported that Council has funds of £3969.85 in the bank with cheques for approximately £600 to be taken out.
Cheques for £526.00 payable for the share of the Forester publication and £40.00 to KCC for footpath maps agreed and signed.
After a discussion Council agreed to keep the precept at £4,000.00 for 2015/16.
Council will receive the final payment from ABC for recycling in April/May 2015.

Site submissions – ABC have informed Council that the 3 sites submitted by landowners for potential development in Molash have been examined by ABC. None of the sites have been passed.
GJ reported on the Parish Forum he attended in October. ABC gave a presentation on the recycling initiative to date and stated that they have greatly improved the tonnage of recycled material in the Borough and they are now one of the top councils in the league table.
Elections, May 2015 – KALC have provided member councils with leaflets giving information on the elections for Parish Councillors due in May 2015. Leaflets available to interested individuals.

Cheques for £526.00 payable for the share of the Forester publication and £40.00 to KCC for footpath maps agreed and signed.
After a discussion Council agreed to keep the precept at £4,000.00 for 2015/16.
Council will receive the final payment from ABC for recycling in April/May 2015.

Elections, May 2015 – KALC have provided member councils with leaflets giving information on the elections for Parish Councillors due in May 2015. Leaflets available to interested individuals.
KALC AGM – Being held on 22nd November. No Councillors able to attend, apologies to be sent.
Knockwood Lane track – SW reported that 3 vehicles have driven down the track at the end of the lane and subsequently become stuck. KCC Byways will install a sign stating “not suitable for vehicles”.
